Poland – Crane and dumper trucks – Dostawa samochodu ciężarowego HDS 12m, 1,5t w ramach realizacji Programu Ochrony Ludności i Obrony Cywilnej na lata 2025 - 2026

The subject of the contract is the delivery of a heavy goods vehicle HDS 12m, 1.5t as part of the Population Protection and Civil Defence Programme for the years 2025-2026, along with dedicated equipment and accessories. The detailed description of the subject of the contract and the conditions for the delivery are specified in: - Price list – Annex 1.1 to SWZ, - Technical specification – Detailed Description of the Subject of the Contract – Annex 1.2 to SWZ - Draft contract clauses – Annex 2 to SWZ. 1. All the requirements specified in the documents indicated above are minimum requirements, and their fulfilment is mandatory. Failure to meet the above minimum requirements will result in the rejection of the offer as non-compliant with the conditions of the contract, pursuant to art. 226(1)(5) of the Pzp Act. 2. The Contracting Authority's Representative does not allow the possibility of submitting offers for arbitrarily selected positions. The templates of Annexes 1.1 (“Price list”) and 1.2 (“Technical specification – Detailed Description of the Subject of the Contract”) must be completed in full, without making any changes to their content – they are an integral part of the offer – the Contractor's declaration regarding its content, therefore the absence of these annexes, containing content consistent with the template specified in the SWZ, will result in the rejection of the offer (after the Contracting Authority has performed all the actions provided for in the Pzp Act in the scope of the evaluation of offers). 3. The remaining conditions and the manner of implementing the subject of the contract are specified in the draft contract clauses regarding the public contract, which constitute Annex 2 to SWZ. The Contracting Authority envisages the possibility of changing the clauses of the concluded contract (so-called contractual changes based on art. 455(1)(1) of the Pzp Act) in relation to the content of the offer, on the basis of which the Contractor was selected, in accordance with the conditions set out in Annex 2 to SWZ. The contract may also be changed in the cases referred to in art. 455(1)(2)-(4) and (2) of the Pzp Act. 4. The Contractor may submit only one offer. 5. The offer must be submitted in Polish. 6. The offer must be submitted, under pain of nullity, in electronic form (i.e. in electronic form with a qualified electronic signature). 7. The content of the offer must correspond to the content of the SWZ.
