Finland – Security services – Keskustakirjasto Oodin vartiointi- ja turvallisuuspalvelut sekä toimitilapalvelut v. 2027–2028 (optiokausi v.2029–2030)

We request with this call for tenders an offer for the procurement of security and safety services as well as facility services for the Central Library Oodi for the period 1.1.2027 – 31.12.2028. The agreement also includes one two-year option period for 1.1.2029 – 31.12.2030. The subject of the procurement is divided into two task areas. We seek one (1) service provider for each task area, who is responsible for the comprehensive service including security, safety, and facility services.

A) SECURITY AND SAFETY SERVICES

The subject of the procurement are the following services:

Security and safety services

• local guarding

• perimeter guarding

• crowd control

• alarm monitoring

The following aspects are ensured by the agreement to be concluded for the provision of security and safety services:

1) Security and safety services are provided continuously at a high qualitative level

2) The Purchaser and the Supplier commit to bilateral development of operations at the site

3) Achievement of set targets is monitored according to agreed requirements

4) Monitoring, verification of effectiveness, and management of security services is effortless

The key objectives of the security and safety services for the Central Library Oodi are:

- to manage risks related to personal and facility safety

- to improve the sense of safety and well-being of customers and staff

- to provide secondary services related to customer service as a support to own staff resources (e.g. guidance, advice and other customer service tasks)

The required amount of manpower for the provision of the service is two (2) full-time security guards at the site of the Central Library Oodi during its opening hours, taking into account the working time required for opening and closing the site. There must also be a designated site supervisor who works full-time as a security guard at the site.

B) FACILITY SERVICES

The subject of the procurement are the following services:

• equipment management tasks at the Central Library Oodi

• other tasks related to customer spaces

The required amount of manpower for the provision of the service is one (1) full-time person at the site of the Central Library Oodi during its opening hours.

Oodi is located at Kansalaistori, next to Töölönlahti Park, Töölönlahdenkatu 4, Helsinki. Approximately 10,000 customers visit Oodi daily (estimated visitor number for 2026). The floor area of Oodi is approximately 12,900 m2, opening hours are Mon-Fri 08:00–21:00 and Sat-Sun 10:00–20:00 (in 2026). Various events, such as workshops, seminars, and public events, are held weekly at the Central Library Oodi. Events are held in different spaces, such as the cinema auditorium (250 people), the multi-purpose hall Maija (200 people), Kuutio (50 people), and the rentable kitchen.
