Poland – Snow-clearing services – Zimowe utrzymanie dróg miejskich w Nowym Targu w sezonie 2026/2027.

The subject of the contract is the winter maintenance of urban roads in Nowy Targ for the 2026/2027 season. 2. Winter road maintenance includes the performance of tasks aimed at ensuring passability and minimizing disruptions to road traffic caused by phenomena such as snowfall, rain with snow, freezing drizzle, or winter road slipperiness. Winter road maintenance includes: 1/ preparation of materials and equipment, 2/ removal of snow and ice from the carriageway, 3/ removal of slipperiness, i.e. preventing and eliminating winter road slipperiness by using abrasive and chemical materials, especially within approaches and intersections, 4/ snow removal from streets if necessary due to excessive snowfall preventing effective street snow removal, 5/ snow clearing/sanding of pavements in Zone I if necessary due to excessive snowfall. 3. Due to the communicative significance and location of the road, which are included in the winter maintenance plan, they are divided into 3 zones according to the attached list of streets and map: 1) Zone I - city centre, Subzone A – all roads in Zone I located south of the Czarny Dunajec stream without ul. Legionów Józefa Piłsudskiego with the bridge, ul. Jana Pawła II, ul. Tadeusza Kościuszki, ul. Rynek, ul. Krzywa (from ul. Kolejowa to ul. Królowej Jadwigi), ul. gen. Władysława Sikorskiego and ul. Podhalańska blocks 26 and 28, ul. Szaflarska, ul. Waksmundzka (from ul. Sobieskiego to ul. Legionów Józefa Piłsudskiego). Subzone B – all roads in Zone I located north of the Czarny Dunajec stream plus ul. Legionów Józefa Piłsudskiego with the bridge and ul. Jana Pawła II, ul. Tadeusza Kościuszki, ul. Rynek, ul. Krzywa (from ul. Kolejowa to ul. Królowej Jadwigi), ul. gen. Władysława Sikorskiego and ul. Podhalańska blocks 26 and 28, ul. Szaflarska, ul. Waksmundzka (from ul. Sobieskiego to ul. Legionów Józefa Piłsudskiego). Pavements (I CH), routes and pedestrian-cyclist paths – ul. Szaflarska (from ul. Krakowska to the roundabout junction with ul. Sikorskiego) two-way, ul. Sikorskiego (from the roundabout junction with ul. Szaflarska to the roundabout junction with al. Tysiąclecia) two-way, al. Solidarności (from ul. Szaflarska to the junction known as the "snail"), pedestrian-cyclist path from ul. Sybiraków to ul. Podtatrzańska, pedestrian-cyclist paths on Ibisore (from os. Na Skarpie to os. Bohaterów Tobruku), pedestrian-cyclist path on ul. Schumana, pedestrian-cyclist path from os. Bohaterów Tobruku to Park Miejski, pedestrian-cyclist path from al. Tysiąclecia to the Airport along with the footbridge and pedestrian-cyclist path to ul. Sikorskiego). Parking (I P1) – parking at ul. gen. Władysława Sikorskiego, at ul. Lotników at ul. Kolejowa, at os. Bereki and at ul. Składowa. Parking (I P2) – parking on the airport apron. Parking (I P3) – parking at ul. Parkowa, parking at ul. Norwida. 2) Zone II – Niwa district, ul. Grel, os. Nowe, Robów, Zadział, Buflak. 3) Zone III - Oleksówka district, os. Gazdy, os. Szuflów, ul. Ustronie, os. Bednarskiego, Kotliny, Kokoszków Boczna, Kokoszków to the shelter. Parking (III P) – parking at os. Oleksówki - Długa Polana before the ski lift. Work will be carried out according to the list of streets and the winter action plan constituting an annex to the contract. 4. Important provisions of the contract: 1/ the following types of actions are established, in accordance with the detailed technical specification, - active action, passive action, preventive action and suspended action, 2/ the contracting authority reserves the right, in the periods up to 30 November and from 1 March, to introduce a suspended action due to weather conditions, without the right to remuneration and consequences arising from the application of contractual penalties. The contracting authority has the right to resume winter road maintenance at any time, 3/ the maximum time to transition from a suspended to an active action, in the period from 01.11.2026 to 15.04.2027, - 2 hours from the telephone notification of the Contractor. This is the maximum time after which the Contractor's vehicles carry out the action on the roads, 4/ the time to transition from a passive to an active or preventive action in accordance with the offer of the contractor but not more than 0.5 hours from the telephone notification of the Contractor. This is the maximum time after which the Contractor's vehicles carry out the action on the roads, 5/ an active action, once started, cannot last less than 24 hours, above this time the action will be settled proportionally to the number of hours of action implementation, whereas a passive action will be settled proportionally to the hours of actual duration in the event of a change to an active or preventive action or 24 hours in the event of a change to a suspended action. After the start of the active action, the full responsibility of the Contractor for events on the road being the consequence of improper road maintenance begins with the expiry of the time specified in the offer for the preventive action, 6/ all roads in Zone IA and IB are maintained in 2, 3 and 6 standards of winter road maintenance in accordance with the winter action plan constituting an annex to the specification. In justified cases, periodically, during the occurrence of very intense snowfall and strong wind, after agreement with the contracting authority, maintenance in 4 standard of the road, on which in the given atmospheric conditions it is not possible to maintain a higher standard. The time to bring the roads to the proper standard cannot be longer than 12 hours from the cessation of the phenomenon. Whereas roads in Zone II and III are maintained in 3 and 6 standards of winter road maintenance in accordance with the winter action plan constituting an annex to the specification. In justified cases, maintenance in 4 standard of the road, on which in the given atmospheric conditions it is not possible to maintain a higher standard, 7/ in the case of neighbour disputes and the lack of possibility of depositing snow
