Denmark – Architectural, construction, engineering and inspection services – Udviklingsselskabet By & Havn I/S' udbud af Rådgiveraftale i forbindelse med flytning af jord fra Kløverparken til Lynetteholm
Description
The capacity for By & Havn's reception of clean soil in the By & Havn land reclamation project in Ydre Nordhavn was exhausted in 2023, which is why By & Havn needed another area for temporarily storing clean soil until the Lynetteholm perimeter was completed. The Lynetteholm perimeter is now almost completed, after which soil can be received and incorporated directly into the Lynetteholm reclamation plant. In the interim period after the capacity limit in Ydre Nordhavn was reached and until now, By & Havn has had a temporary storage of clean soil at Kløverparken, 2300 Copenhagen, while the Lynetteholm perimeter has been under construction. At Kløverparken, only clean soil, which has been finally reported and approved by the municipality from which the soil was excavated, has been stored in accordance with the environmental permit. The Lynetteholm perimeter is expected to be completed in August 2026, and as urban development in the areas within Kløverparken and Quintus will start within the coming years, the intermediately stored soil from spring 2027 must be moved to and incorporated into the reclamation plant on Lynetteholm. It is expected that there will be approximately 1.15 million tons of clean soil to be transported from Kløverparken to Lynetteholm in spring 2027, where the soil will then be incorporated. The transport of soil from Kløverparken to Lynetteholm will take place via the soil transport road along Prøvestenen. Concurrently with the soil transport from Kløverparken, a series of investigations of Kløverparken will be carried out as part of the urban development project for Kløverparken and Quintus. In this connection, it must be ensured that the movement of soil from the temporary soil storage is coordinated to a sufficient degree so that both the soil movement and the investigation works can be carried out in a manner that is safely defensible. The consultancy agreement includes three sub-tasks consisting of the following:
- Sub-task 1: assistance in connection with the tendering of a contracting enterprise for soil transport, including consultancy and project management in connection with the preparation of tender material as well as evaluation of tenders
- Sub-task 2: supervision, project follow-up and work environment coordination in connection with the contracting enterprise, and
- Sub-task 3: assistance to environmental and authority coordination in connection with the contracting enterprise.
Sub-tasks 1-3 are further described in Annex 1: Task Description. A more detailed description of the subject of the agreement appears in the complete tender material, see section 2 in the tender conditions.
