Denmark – Urban planning and landscape architectural services – Kløverparken & Quintus - projektkonkurrence om struktur- og masterplan

Development Agency By & Havn I/S (hereafter “Contracting Authority”) hereby publishes a project competition for the development of a structural and master plan for the development of Kløverparken & Quintus (hereafter “Project Area”). The project is carried out in collaboration with other property owners in Kløverparken & Quintus consisting of Skanska Danmark A/S, Kløvermarken A/S and Raffinaderivej 10 A/S. The Project Area is the first in Copenhagen's Østhavn to be developed, and the first urban quarters are expected to be ready for use in 2035, before the first phase of the M5 metro is put into operation. The area is approximately 62 ha and is currently extensively used. The project competition aims to propose how the Project Area can be transformed into dense, varied and sustainable urban quarters with housing, business, leisure facilities and institutions. The competition is published on the basis of the political agreement "City Development and Infrastructure for Lynetteholm", which the former government and Copenhagen Municipality entered into in March 2025. The agreement presupposes that approximately 870,000 square meters will be built in the Project Area, distributed over an expected two phases. The local plan for the first phase is expected to be adopted in 2029 and is expected to cover the development of 530,000 square meters with a focus on housing. The local plan for phase 2 of the development is expected to be adopted at the earliest in 2033. In total, a city is expected to be built in some places very densely, which is why a significant part of the task in connection with the project competition is to create the right structure for buildings, functions, infrastructure, landscape and other elements. The district should be structured into smaller urban quarters with a unifying landscape feature that connects the district with Kløvermarken and the fortification area to the west and at the same time integrates the project area into Amager's recreational green coastal landscape to the east. The completed district is expected to be certified to DGNB Platinum for urban areas. The competition is carried out as a project competition with subsequent tendering with negotiation without prior publication of a service contract ("Contract"). The Contracting Authority estimates the value of the Contract at DKK 35 million excl. VAT, but incl. options. The estimated value without options is DKK 20 million excl. VAT. This is a non-binding estimate from the Contracting Authority. The Contract is expected to cover services related to ARK, LARK and ING with a focus on ARK and LARK. The Contracting Authority will therefore enter into negotiations with the winner or winners of the project competition with a view to awarding the Contract, which includes technical advice and assistance regarding: 1. Development of the master plan for the competition area until the adopted local plan for phase 1 and possibly local plan for phase 2 (option). The service includes qualifying the tenderer's project solution (structure and master plan) to a level that can form the basis for the preparation of a local plan, including acting as the Contracting Authority's advisor throughout the planning process. Advice is expected to be provided in accordance with the agreed time. 2. Development of an infrastructure project for the competition area until the approved project proposal and authority project as well as possible subsequent project planning of the tender and execution project and possible management of specialist supervision during execution (both are options). The service includes qualifying the tenderer's project solution (structure and master plan) to a level that can form the basis for the preparation of a local plan as well as the basis for the authority's approval of the infrastructure project, including acting as the Contracting Authority's advisor throughout the planning and authority process. Advice is expected to be provided in accordance with the agreed time. The Contracting Authority weights the development of the structure and master plan as well as the development of the infrastructure project equally. Therefore, it is central that the one who wins the Contract reflects this weighting in its organisation. For both services, it is expected that the advisor will have to coordinate with the authorities and project management of all advisory services to the local plan and authority approval, including (but not limited to) interface coordination and coordination with the Contracting Authority's and other property owners' possible supplementary technical advisors. The Contracting Authority has a strong focus on sustainability. Therefore, it is central that the one who wins the Contract has an understanding of being able to integrate a broad spectrum of sustainability measures and concepts as a central part of the architectural overall concept in the structure and master plan. The one who wins the Contract must, based on the competition programme's sustainability objectives and identified sustainable focus areas, work both strategically and concretely on how these focus areas, guidelines and concepts can be integrated into the structure and master plan. This with a particular focus on the elements that are affected by the urban planning main concept and the overall layout. The one who wins the Contract is not expected to provide a general engineering consultant, sustainability manager or DGNB Urban Area Auditor, as the Contracting Authority provides these roles and competencies. However, the Contract requires that the one who wins the Contract can provide key personnel with competencies within project management as well as architectural, landscape and traffic advisory and who all have a good understanding of and experience with implementing sustainability objectives.
