Description

The subject of the contract is the service of technical assistance and development (ATiR) of the Integrated Information System ZSI-ULC created in the project entitled "Improvement and expansion of the Integrated Information System ZSI-ULC" implemented under the Operational Programme Digital Poland for the years 2014-2020, Priority Axis No. II "E-administration and open government", Action No. 2.2 "Digitalisation of back-office processes in government administration", provided within the total limit of 6 365 (six thousand three hundred and sixty-five) man-hours during the contract period. The main objective of the subject services will be to maintain, modify and develop modules as well as domain and tool components of the ZSI-ULC system in accordance with the scheme contained in Section III of Annex No. 2 to the SWZ – Description of the Subject of the Contract (OPZ). The subject of the contract has been precisely defined in the present SWZ and in the annexes to the SWZ, in particular in the OPZ and in the Draft Contract Provisions, constituting Annex No. 3 to the SWZ. If the subject of the contract contains any trademarks, patents, source of origin or a particular process that characterizes the products supplied by a specific Contractor, it should be assumed that the Contracting Authority has provided a description indicating the type and allows for the submission of equivalent offers with parameters no worse than those given in the description of the subject of the contract (legal basis – art. 99 para. 5 of the Act). If the subject of the contract contains standards, technical assessments, technical specifications or technical reference systems referred to in art. 101 para. 1 point 2 and para. 3 of the Act, this should be treated solely as an aid in the description of the subject of the contract. In any case, equivalent solutions are permissible. The Contracting Authority will not reject an offer for lack of compliance with the above, provided that the Contractor proves in the offer, in particular by means of the subject evidence, that the proposed solutions meet the requirements specified in the description of the subject of the contract to an equivalent extent (legal basis – art. 101 para. 5 of the Act).
