Romania – Specialty design services – „Servicii de întocmire documentații tehnico-economice necesare implementării proiectelor derulate de Municipiul Craiova”

The Contracting Authority intends to undertake investments that will actively contribute to the development of the Municipality of Craiova, to the improvement of the level of living and comfort of the inhabitants of the Municipality of Craiova. These measures will require extensive new construction works, rehabilitation - including energy, modernisation, extension, consolidation and development of the infrastructure and buildings under the administration of the Municipality of Craiova. To this end, the need has been identified to award a framework agreement for the provision of technical and economic documentation services necessary for the implementation of the projects carried out by the Municipality of Craiova, in accordance with the requirements of the terms of reference no. 209044/13.07.2026 rev 2. The activities considered necessary for the achievement of each investment objective can be found at the level of the annex to this terms of reference (annex offer form for each lot separately) with minimum-maximum estimated quantities for both a subsequent contract and for the framework agreement. These quantities represent estimates of the quantities that could be requested over the entire duration of the framework agreement, which may be less than, equal to, or greater than those estimated, depending on the needs of the contracting authority. The modification of the Framework Agreement/Public Procurement Contract, during its validity period, is made under the conditions provided for in Article 221 of Law No. 98/2016, as amended and supplemented. The modification of the Framework Agreement/Public Procurement Contract, during its validity period, other than in the cases and conditions provided for in Article 221 of Law No. 98/2016, as amended and supplemented, is carried out by organising a new award procedure, in accordance with the provisions of the law. Given the need for procurement, the contracting authority intends to conclude a framework agreement - 5 lots, for a period of 48 months, for the procurement of "Technical and Economic Documentation Services Necessary for the Implementation of Projects Carried Out by the Municipality of Craiova", as follows: - Lot 1: Design services for rehabilitation, modernisation, consolidation, extension of existing construction and new construction for civil buildings, in accordance with the requirements of the terms of reference no. 209044/13.07.2026 rev 2 - Lot 2: Design services for rehabilitation, modernisation, consolidation, extension of existing construction and new construction for healthcare units, in accordance with the requirements of the terms of reference no. 209044/13.07.2026 rev 2 - Lot 3: Design services for rehabilitation, modernisation, consolidation, extension of existing construction and new construction for landscaping/green spaces, in accordance with the requirements of the terms of reference no. 209044/13.07.2026 rev 2 - Lot 4: Design services for urban regeneration, in accordance with the requirements of the terms of reference no. 209044/13.07.2026 rev 2 - Lot 5: Design services for road infrastructure, in accordance with the requirements of the terms of reference no. 209044/13.07.2026 rev 2 Deadlines for submission/response to requests for clarification/additional information: A. In accordance with the provisions of Article 160(1) of Law No. 98/2016, as amended and supplemented, the deadline by which any interested economic operator has the right to request clarifications or additional information regarding the award documentation is 18 days before the deadline for the submission of tenders. B. In accordance with the provisions of Article 160(2) of Law No. 98/2016, as amended and supplemented, the contracting authority will respond clearly and fully to all requests for clarification in a single day, namely the 11th day before the deadline for the submission of tenders, through a consolidated response, to the extent that the requests for clarification are transmitted within the specified period.
