The subject of the contract is: Winter comprehensive maintenance of county roads in the Tarnowski County area in the winter seasons: 2026/2027, 2027/2028 and 2028/2029, divided into parts. 2. The contracting authority allows the submission of partial offers: Part 1 - District I Wietrzychowice Part 2 - District II Żabno Part 3 - District III Skrzyszów Part 4 - District IV Ryglice Part 5 - District V Szerzyny Part 6 - District VI Ciężkowice Part 7 - District VII Zakliczyn Each Part shall be treated as a separate public contract, for which, after selecting the most advantageous offer, a separate contract will be concluded. The contractor may submit an offer for any number of parts of the contract. Parts cannot be divided by contractors, offers not containing the full scope of the subject of the contract specified in the partial task will be rejected. A detailed list of roads – divided into Parts / Districts – along with their description, length and order of snow removal, as well as maps, are included in the annexes to the SWZ. 3. The contractor's equipment should be and marked in accordance with the applicable regulations. The equipment operator may be a driver of a vehicle who has the appropriate entitlements, i.e. the required driving licence category, knowledge of the equipment being operated and training for winter road maintenance. The technique of snow removal and ice breaking must not hinder the movement of vehicles. 4. The contractor undertaking to provide services related to comprehensive winter maintenance of roads assumes the obligation: a) to eliminate the effects of winter, snow and the effects of low temperatures by taking on the obligation to maintain the passability of roads, to reduce or limit traffic disruptions caused by weather factors, to carry out winter action during the day and at night, on working days and holidays, in various weather conditions (snowfall, freezing rain, blizzards, snowstorms, low temperatures) in accordance with the accepted standards; b) to maintain all transport and equipment means, along with the accessories intended for combating the effects of winter, in full technical and operational readiness; c) to have access to anti-skid materials (the use of furnace slag is not permitted) and chemical agents; d) to perform duties. 5. Due to the large area covered by the contract, the whole has been divided into 7 parts. The contractor is obliged to agree to the installation in vehicles and equipment intended for the implementation of the contract of monitoring devices in the form of GPS transmitters or recording cameras of the course of service provision, equipped with a GPS location function. The delivery of the devices, their installation and the costs related to their operation are provided and borne by the contracting authority. The contractor is obliged to indicate the equipment intended for the implementation of the contract, on which the devices will be installed. 7. A detailed description of the subject of the contract is Annex No. 1 to the SWZ – OPZ. The contract will be implemented in accordance with the List of Roads, with the Detailed Technical Specifications, Standards of winter maintenance of county roads managed by the Tarnowski County Roads Authority and in accordance with the contract.
