DESCRIPTION OF THE PURCHASE

The subject of the purchase is a digital service for domestic newspapers and periodicals, which includes a selection of newspapers, a user interface for using, browsing, searching, and reading the newspapers, and related support services. The purchaser can obtain various usage statistics for the service and the newspapers included in it. Access to the digital service for domestic newspapers and periodicals must be available to the entire Council of State (ministries, Chancellor of Justice, and the Office of the President of the Republic). Access to the service is enabled by IP authentication or SSO single sign-on, which ensure that only the purchaser's authorized users can use the service. The purchaser's staff have access to the service platform maintained by the supplier as a SaaS service, which includes the domestic newspapers and periodicals selected and purchased by the purchaser. The purchaser's staff can browse the collection, target searches to the collection's titles, and select a newspaper title for reading. The features and functionalities of the service platform are presented in Appendix 1 "Minimum Requirements". The link or links to individual newspaper titles in the service will be published on the purchaser's intranet and other internal websites where information resources purchased for the use of the Council of State are presented to the Council of State's staff. The service and the newspapers ordered by the purchaser must have remote access. By remote access, it is meant that in remote work, the purchaser's staff use the service on devices provided by the employer on the Council of State's network. The purchase includes an additional procurement option during the contract period for individual new newspaper and periodical titles. One periodical can be read simultaneously by a pre-defined number of users per newspaper. Six users can simultaneously read the newspaper selection. The service is available to the purchaser's staff 24/7 every day of the year. The supplier must include a description of the digital service for domestic newspapers and periodicals in their tender. Based on the tender competition, the purchaser will select one supplier with whom it will make an agreement.

IMPLEMENTATION PROJECT

The implementation of the service must begin with the signing of the contract, and the implementation must be ready 1 month after the signing of the contract. The content of the implementation project is the establishment and implementation of the service. During the implementation, the service's compliance with requirements will be verified. During the implementation project, the supplier's task is:

- To implement all the features to which the supplier has committed in their tender.

- To open access for the purchaser to the selection of newspapers and periodicals defined in the tender request Appendix 2 Price List.

- To assist the purchaser if necessary during the acceptance testing.

The implementation ends when all tasks have been completed and the purchaser has tested the delivered system and confirmed that the system's features have been accepted. If deficiencies are found during the testing, the supplier will correct them and the purchaser will test them again. Testing continues until the purchaser deems the phase to be acceptable, unless the purchaser considers the system to be so deficient that the implementation cannot be continued.
