HUS requests a tender for a software service to manage the operational management of HUS Pharmacy, covering the operational areas described in the appendices. The software service to be procured will configure processes and data related to the management of medicines at HUS Pharmacy. The software service must integrate with the systems used in other operational management at HUS (e.g. Oracle Fusion Cloud). The tender documents (Attachment 0 and Attachments 1: Description of Current Operations) describe the scope of current operations with verbal descriptions in different operational areas. The purpose of these descriptions is to familiarise the supplier with the current operations of HUS Pharmacy. The appendices (Attachments 2: Description of Target State) describe the requirements set for the procurement target by operational area with various process descriptions and listed requirements. The purpose is to express the minimum requirements set for operational management to the suppliers. In addition, targets for developing current operations are described. Our aim is to replace the current system with a software service (SaaS) that enables the development of processes and ensures high-quality stable operations. HUS is looking for a SaaS-based software service that must be based on software that is already in production use and ready for the customer to configure a solution from it. The project is scheduled so that the software service will be taken into use during the year 2028. The project will start with a definition phase, in which the descriptions made will be refined against the software service offered by the winning supplier and it will thus be ensured that the software service meets the set requirements and offers a clear development path. In this definition phase, the implementation project plan will also be refined to such a level that the parties can commit to the implementation of the project. The definition phase is billed on a time basis, maximum 50 000 euros and a maximum of four months in duration. In the attachment "Description of the Implementation Project" it is more specifically described what is to be produced in the definition phase. After the definition phase, both parties, if they so wish, have the possibility to withdraw from the project. After the definition phase, the customer and the supplier will negotiate the target work quantity and price for the project as presented in the tender. In other appendices to the tender, requirements related to the implementation project, ongoing services and information security are described. The software service must be integrable in a conventional manner with various administrative systems. The interfaces of the software service are presented in the attachment "Integrations". Oracle FINA interfaces are described in more detail separately in attachment 2.9.3. The attachment "Contract Draft" covers both the implementation phase and the operational phase of the ongoing services. The attachment "Price Form" describes the calculation of the Comparison Price and the procedure for forming the Target Price.
