Poland – Snow-clearing services – Zimowe utrzymanie dróg powiatowych na terenie powiatu kwidzyńskiego 2026/2027.

The subject of the contract is the provision of services for comprehensive winter maintenance of county roads in the Kwidzyn County area in the 2026/2027 winter season, covering 10 districts. The task includes preventive measures, de-icing, and snow removal, using own materials, equipment, and transport, and specifically: 1) mechanical patrol-intervention snow ploughing of single-lane roads on the full width of two traffic lanes (100% of the length of roads covered by ZUD), 2) mechanical snow ploughing of unpaved county roads (as per the list) on the full width, 3) de-icing of single-lane roads on the full width of two traffic lanes, by gritting with a mixture of 30% salt and sand at 120g/m² (100% of the length of roads covered, gritting with a mixture 100% of the length of roads covered by ZUD), 4) snow removal with simultaneous de-icing, as described above, of single-lane roads on the full width of two traffic lanes of roads covered by ZUD and de-icing on 100% of the length of roads covered by ZUD with a mixture of 30% salt and sand at a minimum of 120g/m², 5) removal of snowdrifts using a rotary plough or other technical equipment capable of removing snowdrifts with a capacity not less than a rotary plough, 6) de-icing of single-lane roads on the full width of two traffic lanes, by gritting with a mixture at 120g/m² (100% of the length of roads covered, gritting with a 30% salt and sand mixture on bends, inclines, declines, curves, intersections, i.e. 50% of the length of roads covered by ZUD), 7) readiness to provide services, ensuring the availability of equipment and staff responsible for the proper performance of the services. 1.1. A detailed description of the subject of the contract is Annex No. 1 to the SWZ - detailed rules and conditions for the provision of services within the Winter Maintenance of County Roads (ZUD) in the Kwidzyn County area, along with a list of roads and a road network map - Annex No. 2 to the SWZ. 2. The contracting authority allows the use of equivalent devices and materials in terms of quality and raw materials used for their manufacture to the materials and devices specified in the contract documents (SWZ with annexes). 4. If a trade name of a company, product, or good is indicated in the contract documents (SWZ with annexes), the contracting authority - with respect to the parameters or data (technical or any other) indicated directly in the contract documentation - allows equivalent solutions consistent with the technical data and parameters contained in the aforementioned documentation. Equivalent solutions should be understood as solutions characterized by parameters not worse than required and found in the documentation. 5. Wherever the contract documents (SWZ with annexes) refer to Polish Standards, it is permissible to use the corresponding standards of the European Union countries, to the extent accepted by Polish legislation. 6. Wherever the contract documents (SWZ with annexes) specify trade marks, patents, or origin when describing the materials or devices used, it is understood that equivalent materials or devices may be used. The indication of a trade mark, patent, or origin is merely exemplary and is used to define the quality standards and class required in relation to the materials or devices used. In cases where the invoked norms and regulations are national or relate to a specific country or region, other appropriate norms ensuring an equal or higher level of performance than the invoked norms or regulations may also be applied.
