Poland – Cleaning services – Kompleksowe utrzymanie czystości w budynkach Urzędu Miasta Torunia, wokół nich oraz wykonywanie drobnych napraw konserwatorskich

1.1. The Contracting Authority requires and the Contractor undertakes to provide comprehensive, ongoing maintenance and cleaning of the City Office of Toruń's office spaces and the surrounding buildings, as well as additional services and the execution of minor maintenance repairs (locksmith, carpentry, plumbing, etc.) in accordance with Annex No. 1 to the contract template. 1.2. The Contractor provides the service, which is the subject of the contract, using its own equipment and chemical agents. 1.3. The execution of the service consists of the Contractor fulfilling at least the obligations in accordance with the content of Annex No. 1 to the contract template, which includes a schedule with a breakdown of specific tasks and the scope of daily service and cleaning of the Contracting Authority's individual rooms. 1.4. Annex No. 2 to the contract template specifies in detail the list of rooms and the size of the area on which the service is to be performed. 1.5. In order to properly execute the subject of the contract, the Contractor will ensure an appropriate number of cleaning personnel - at least in the number of hours indicated in Annex No. 2 to the contract template and at least 1 person supervising the work of the cleaning personnel. 1.6. The Contracting Authority does not allow for the submission of partial tenders – due to the need to maintain a uniform level of quality and organisational aspects. 1.7. Requirements regarding the employment of persons by the Contractor or subcontractor on the basis of an employment relationship. In accordance with the provisions of Article 95(1) of the Act of 11 September 2019 on Public Procurement (Journal of Laws of 2026, item 793) the Contracting Authority requires the Contractor to employ, on the basis of an employment relationship, persons performing orderly-cleaning and maintenance tasks, the performance of which consists of performing work in the manner specified in Article 22(1) of the Labour Code of 26 June 1974 (Journal of Laws of 2025, item 277, as amended). Details regarding the requirements for employment on the basis of an employment relationship are included in the contract template, which is Annex No. 3 to SWZ. 1.8. The subject of the contract will be performed for a period of 24 months from the date of the contract, but not earlier than from 01.02.2027 to 31.01.2029.
