Poland – Household-refuse collection services – USŁUGI W ZAKRESIE ODBIERANIA ODPADÓW KOMUNALNYCH ZE WSZYSTKICH NIERUCHOMOŚCI W GRANICACH ADMINISTRACYJNYCH GMINY LICHNOWY

The subject of the contract is the collection of municipal waste from all properties within the administrative boundaries of the municipality of Lichnowy. Transport of all collected municipal waste from the territory of the municipality of Lichnowy to Zakład Utylizacji Odpadów Stałych Sp. z o.o., ul. Rokicka 5A, 83-110 Tczew (ZUOS Tczew). In accordance with the inter-municipal agreement concluded, the municipality of Lichnowy has transferred to the municipality of Tczew the performance of the public task of managing municipal waste collected from properties covered by the municipal waste management system. Equipping (leasing) properties with containers for collecting non-segregated (mixed) municipal waste and maintaining them in a proper sanitary, technical and orderly condition. Equipping properties with devices (containers/bags) for the selective collection of municipal waste such as: paper, glass, metals, plastics, multi-material packaging waste, bio-waste, ashes and maintaining them in a proper sanitary, technical and orderly condition. Equipping and operating the Selective Waste Collection Point in the village of Lichnowy (hereinafter PSZOK), including the collection and transport to ZUOS Tczew of selectively supplied municipal waste.

Properties where residents live – this means properties used entirely for residential purposes.

Properties where residents do not live – this means properties used entirely for purposes other than residential.

Mixed properties – this means properties used in part for residential purposes and in part for purposes other than residential.

Waste intended for collection – municipal waste – according to art. 3 paragraph 1 point 7 of the Act of 14 December 2012 on waste (i.e. Journal of Laws of 2023, item 1587 as amended) means waste generated in households and waste from other waste producers, which, due to their character and composition, are similar to household waste, in particular non-segregated (mixed) municipal waste and selectively collected waste:

a) from households, including paper and cardboard, glass, metals, plastics, bio-waste, wood, textiles, packaging, used electrical and electronic equipment, used batteries and accumulators, as well as bulky waste, including mattresses and furniture, and

b) from sources other than households, if such waste is similar in character and composition to household waste – whereas municipal waste does not include waste from production, agriculture, forestry, fisheries, retention ponds, sewerage networks, and wastewater treatment plants, including sewage sludge, decommissioned vehicles, and construction and demolition waste; non-segregated (mixed) municipal waste remain non-segregated (mixed) municipal waste, even if they have been subjected to waste processing, but such processing has not significantly changed their properties.

The contractor will collect non-segregated (mixed) and selectively collected municipal waste from all properties in the municipality. The number of residents living in the municipality of Lichnowy is approximately 3400. This number is indicative and may change during the contract period due to the submission by property owners of corrected declarations. The contractor will receive no later than the date of the conclusion of the contract: a) a list of properties where residents live together with the declared number of persons living on the given property and the declared size of containers for collecting waste, b) a list of properties where residents do not live together with the declared number and size of containers for collecting waste, c) a list of mixed properties together with the declared number of persons living on the given property and the declared size and number of containers for collecting waste.
