Description

The subject of the Contract is the design, construction, commissioning and handover for operation of a cogeneration plant for the production of energy from processed municipal waste, utilizing heat for the municipal district heating network in Tarnów. The Contractor will be obligated to design and carry out the necessary construction works for the construction and commissioning of the Plant, including structural, installation, electrical and HVAC works, as well as works related to land development. The scope of the Contract includes construction works related to all objects, buildings and structures, along with land development, necessary for the installation of the technological line of the Plant and ancillary equipment, in a manner that ensures the correct and legally compliant operation of the Plant. The Contractor will also be obligated to design and carry out all necessary installation and assembly works for the commissioning of the Plant. The project will be realized on the premises of Miejskie Przedsiębiorstwo Energetyki Cieplnej S.A. at ul. Spokojnej 65, 33-100 Tarnów, parcel: 79, on land plots with cadastral numbers: 136/13; 141/2; 153/1; 153/2; 154/2; 154/3; 154/4; 155/2; 155/3; 156/23; 156/5; 156/25; 156/19; 156/21. The Contractor is specifically obligated to: 1) prepare the Design Documentation (including the Preliminary Design, Construction Design, Technical Design and Execution Designs in all disciplines) along with obtaining a complete set of decisions, opinions, permits and agreements allowing for the execution of the Construction Works, including obtaining a building permit; 2) supply the necessary equipment and materials; 3) carry out preparatory works; 4) connect media; 5) carry out Construction Works related to buildings, structures, access roads, maneuvering areas, fire roads and connections with external objects, as well as technological, power supply, electrical, HVAC, sanitary, monitoring networks and systems, and fire protection and occupational health and safety systems; 6) dismantle and/or demolish unnecessary objects and networks existing on the site of the Investment and relocate networks requiring the preservation of their functions; 7) assemble equipment, networks and technological installations, power supply, electrical, HVAC, sanitary, monitoring, and fire protection and occupational health and safety systems; 8) commission and conduct Start-Up, Trial Run and Regulatory Run, including the first filling of systems and installations with working agents along with storage tanks; 9) carry out warranty tests and measurements, including Warranty Measurements; 10) prepare as-built documentation; 11) train the crew, providing training materials in electronic form, with the training to be conducted as both theoretical and practical training; 12) obtain all necessary certificates, decisions and permits for the handover of the Investment for operation and use; 13) provide services such as Technical Assistance (in the first year of operation) and CHP_RDF Service during the Warranty Period, as well as supply Spare Parts and Operational Parts during the Warranty Period in accordance with the principles set out in the Draft Contract Terms, constituting Annex no. 11 to SWZ; 14) fulfill obligations arising from the Quality Guarantee and Warranty for Defects, as well as all works and supplies necessary to complete the entire Plant (even if not explicitly listed in the PFU), and obtain and submit all documents required by law, allowing for the handover of the Investment for operation and use; 15) The Contractor will be obligated to carry out land levelling in the area where the CHP_RDF will be located, along with ancillary objects. The execution of the Contract is subject to Polish law. The Contractor will be obligated to carry out Design Works and Construction Works in accordance with National Law, in particular with technical and construction regulations, regulations concerning independent technical functions in construction, and regulations concerning products and materials used in construction. Only equipment produced within the period specified in the PPU, constituting Annex SWZ_11 to SWZ, will be used for the realization of CHP_RDF. The subject of the Contract is described in detail in the Functional and Utilization Programme, constituting Annex no. SWZ_01 to SWZ (hereinafter referred to as PFU). 1. The procedure is conducted exclusively in the Polish language via the platformazakupowa.pl platform at: https://platformazakupowa.pl/transakcja/1330058, through which communication also takes place. 2. Technical requirements: 1) permanent access to the Internet with a guaranteed throughput of at least 2 Mbit/s, 2) a PC or MAC class computer with the following configuration: min. 2 GB Ram memory, Intel IV 2 GHZ processor or its newer version, one of the operating systems - MS Windows 7, Mac Os x 10 4, Linux, or their newer versions, 3) an installed internet browser supporting Javascript, e.g.: EDGE, Chrome, FireFox, in the latest available version, with Javascript language support enabled, accepting "cookies" files or with the ability to use the browser's local memory, 4) communication with platformazakupowa.pl is encrypted using the TLS 1.3 protocol. 5) the time of data reception by the procurement platform is synchronized with the official time in Poland, determined by the time servers of the Chief Office of Measures using the NTP protocol. 3. The Contractor bears all costs related to the preparation and submission of the Offer. The Purchaser does not provide for the reimbursement of participation costs, taking into account the content of art. 261 of the Pzp. Offer binding deadline - by 11 December 2026.
