Poland – Construction work – Budowa stacji elektroenergetycznej 220/110 kV Norki

The subject of the contract is the construction of the 220/110 kV Norki station as part of the project “Interconnection between Poland and Lithuania (currently known as Harmony Link) including the connection of the Suwałki Special Economic Zone”. The scope of work includes design work and construction and assembly works. Furthermore, the Contracting Authority envisages the possibility of exercising the following options: Option No. 1 (with the possibility of being exercised twice and independently of each other) - equipping the reserve field R220 kV, described in point 1.2.1 of Part II of the SWZ PFU. Option No. 2 (with the possibility of being exercised twice and independently of each other) - equipping the reserve field R110 kV, described in point 1.2.2 of Part II of the SWZ PFU. Option No. 3 - provision by the Contractor of continuous operational and maintenance services for the SE Norki, described in point 1.2.3 of Part II of the SWZ PFU. Option No. 4 - Supervision Option, described in points 2.8 and 11.26 of Part IV of the SWZ Contract Template. 2. A detailed description of the subject of the contract is provided in Part II of the SWZ Functional-Operational Program. 3. Names and codes of the Common Procurement Vocabulary: 45000000 – 7 Construction work. 4. In all cases where the Contracting Authority describes the subject of the contract by reference to standards, technical assessments, technical specifications and technical reference systems, as mentioned in Article 101(1)(2) and (3) of the Act, the Contracting Authority allows equivalent solutions to those described, if they allow to achieve features or parameters not worse than those mentioned. The above means that the contractor may apply solutions described by the Contracting Authority "or equivalent". 5. Pursuant to Article 101(5) of the Act, the Contractor who invokes equivalent solutions to those described by the Contracting Authority is obliged to prove that the supplies offered by him meet the requirements specified by the Contracting Authority, provided that the Contractor proves in the offer, in particular by means of the evidential means referred to in Articles 104-107 of the Act, that the proposed solutions meet the requirements specified in the contract description to an equivalent extent. 6. The contract is implemented as part of a project co-financed by the European Union from the Connecting Europe Facility. 7. Pursuant to Article 438 of the Act in connection with Article 95(1) of the Act, the Contracting Authority specifies the requirements related to the implementation of the contract in terms of employment by the contractor or subcontractor on the basis of an employment relationship of persons performing the tasks indicated by the Contracting Authority in the scope of the implementation of the contract, if the performance of these tasks consists in performing work in the manner specified in Article 22(1) of the Act of 26 June 1974 - Labour Code (Journal of Laws of 2023, item 1465). The requirements are included in Parts II and IV of the SWZ.
