Poland – Snow-clearing services – Zimowe utrzymanie dróg powiatowych na terenie powiatu kwidzyńskiego 2026/2027.

The subject of the contract is the provision of services for comprehensive winter maintenance of county roads in the Kwidzyn County area during the 2026/2027 winter season in 10 districts. The task includes preventive actions, de-icing, and snow removal, using own materials, equipment, and transport, and in particular: 1) mechanical patrol-intervention snow ploughing of single-lane roads on the full width of two traffic lanes (100% of the length of the roads covered by ZUD), 2) mechanical snow ploughing of unpaved county roads (according to the list) on the full width, 3) de-icing of single-lane roads on the full width of two traffic lanes, by applying a mixture of 30% salt and sand in the amount of 120g/m² (travel 100% of the length of the roads covered, application of the mixture 100% of the length of the roads covered by ZUD), 4) snow removal with simultaneous de-icing, as described above, of single-lane roads on the full width of two traffic lanes of the roads covered by ZUD and de-icing on 100% of the length of the roads covered by ZUD with a mixture of 30% salt and sand in the amount of at least 120g/m², 5) removal of snowdrifts using a rotary plough or other technical equipment enabling the removal of snowdrifts with a capacity not less than a rotary plough, 6) de-icing of single-lane roads on the full width of two traffic lanes, by applying a mixture in the amount of 120g/m² (travel 100% of the length of the roads covered, application of a mixture of 30% salt and sand on bends, inclines, descents, curves, intersections, i.e. 50% of the length of the roads covered by ZUD), 7) readiness to provide services, involving the availability of equipment and workers responsible for the proper performance of the services. 1.1. A detailed description of the subject of the contract is Annex No. 1 to the SWZ - detailed rules and conditions for the provision of services within the framework of the Winter Maintenance of County Roads (ZUD) in the Kwidzyn County area, along with a list of roads and a map of the road network - Annex No. 2 to the SWZ. 2. Names and codes of the Common Procurement Vocabulary (CPV): 90620000-9 – snow removal services 90630000-2 – de-icing services. 3. The contracting authority allows the use of equivalent devices and materials in terms of quality and raw materials used for their production to the materials and devices specified in the contract documents (SWZ with annexes). 4. If a trade name, product, or brand name is specified in the contract documents (SWZ with annexes), the contracting authority - with regard to the parameters or data (technical or any other) specified in the contract documentation - allows equivalent solutions in accordance with the technical data and parameters contained in the aforementioned documentation. Equivalent solutions should be understood as solutions characterised by parameters not worse than those required and found in the documentation. 5. Wherever the contract documents (SWZ with annexes) refer to Polish Standards, the use of the corresponding standards of the European Union countries, to the extent accepted by Polish legislation, is permitted. 6. Wherever the contract documents (SWZ with annexes) specify trade marks, patents, or origin when describing the materials or devices used, it is understood that equivalent materials or devices may be used. The indication of a trade mark, patent, or origin is of an exemplary nature and is used to define the quality standards and class required in relation to the materials or devices used. In cases where the invoked standards and regulations are national or relate to a specific country or region, other appropriate standards ensuring an equal or higher level of performance than the invoked standards or regulations may also be used.
