Poland – Construction work – Budowa Specjalnego Ośrodka Szkolno-Wychowawczego w Sanoku – etap II

Subject of the contract: Implementation of the task entitled: Construction of the Special Educational and Care Centre in Sanok – Phase II. Overall scope of the investment: • Phase II investment comprehensively includes internal and external finishing works, installation works of all branches in the scope of internal and external installations, installation of open joinery, land development according to the project, installation of photovoltaic systems, construction of a collector for draining rainwater to the San, and construction of an underground fire-fighting tank. • Supply and installation of equipment for land development, sports fields, recreation areas, parking lots, school environment lighting, and external fencing. • Supply and possible installation of rehabilitation devices, office and classroom equipment, gym equipment, and dormitory and canteen equipment. The scope and details of the supplies must be fully agreed with the Contracting Authority. • Installation of a photovoltaic system on the building's roof. • Construction of a containerized transformer station under conditions specified by the electricity supplier. Currently, after Phase I of the investment, the facility is in the open rough state. Roofs covered with compressed channel plates have been secured with a single layer of thermo-foil and equipped with temporary overflow drains. No insulation layer or so-called fall layer has been laid. The sports hall roof is currently covered with trapezoidal sheeting. Floor substrates in all parts of the building have been closed with a layer of lean concrete. Under the floors, sections of sanitary drainage have been made according to the project documentation, with their outlets led outside the building's footprint. As part of the Phase I investment works, a collision with a 15 kV medium-voltage cable, included in the project documentation, has been removed. The conditions for the execution of the water supply connection will change. After the water supply connection was made by the Lublin Regional Infrastructure Office to the military facilities near the SOSW, the possibility of connecting to the water supply pipe laid on the county plot arose. The contractor is obliged to submit a detailed interior arrangement project, which should be submitted to the Contracting Authority for acceptance. 2. The subject of the contract must be realized, in particular, in accordance with the Technical Documentation (Attachment No. 2 to SWZ). The material scope of the task, which is the subject of the tender, is described in detail in the technical documentation, technical specification of the performance and acceptance of works, and the list of works. Any catalogue items have been provided solely to facilitate the preparation of the calculation – their use for valuation is not mandatory. The technical specification, list of works and documentation constitute an attachment to this specification. The quality requirements of the elements constituting the subject of the contract have been described in the technical documentation, in particular in the technical specification of the performance and acceptance of works. Since the contractor's remuneration indicated in the offer will have a lump-sum character, the contractor should base the valuation of the offer on the scope indicated in the technical documentation. The list of works has an ancillary character. The occurrence during the implementation of the contract of works not included in the list or of works in a greater quantity in relation to that accepted in the list will not entitle the contractor to demand additional remuneration – if the necessity to perform these works resulted from the technical documentation. 3. The contractor will provide the Contracting Authority with a warranty and guarantee for the construction works carried out and the materials used for a period and on conditions specified in Section XII of the SWZ (the warranty and guarantee period for defects is one of the criteria for evaluating offers). 4. Special conditions for securing the construction site and carrying out construction works: construction works should be carried out in accordance with the technical conditions and safety regulations applicable in construction, as well as agreements to the project, and the construction site should be secured against access by unauthorized persons. It is also the obligation and cost of the Contractor to: - carry out all types of works by persons holding current construction permits, - secure the construction site and carry out works in accordance with OH&S and fire safety regulations, - prepare and submit to the Contracting Authority the post-construction documentation, - secure installations and equipment on the construction site and in its immediate vicinity against their destruction or damage during the performance of works, which are the subject of this Contract, - ensure safe use of the area adjacent to the construction site, - compile during the implementation of works, which are the subject of this Contract, all documentation in accordance with construction law regulations, - remove all defects and faults identified during the course of the works within a period agreed by the Parties, but not longer than a technically justified period necessary for their removal, - protect and manage the construction site until the completion of the implementation of the Investment, which does not exclude the Contracting Authority's entitlement to supervision, - eliminate the effects of the impact of the construction process on the construction environment, - pay fees for waste storage, - carry out necessary tests and obtain opinions before starting to use
