Poland – Construction work – Budowa kompleksu sportowego ORLIK 2025 oraz budowa skateparku i miejsca ukrycia pomiędzy ulicami Chrzanowskiego Daliową i Goździkową w Kosakowie

1. The subject of the contract is the execution in the formula: "design and build" of construction works related to the construction of the sports complex ORLIK 2025, as well as the construction of a skatepark and a shelter between Chrzanowskiego, Daliową and Goździkową streets in Kosakowo. 2. The subject of the contract includes: 1) the preparation of complete design and cost documentation for the construction of the sports complex and other designs and documents based on the Functional-User Program and the guidelines of the Contracting Authority, in accordance with the current legal status, 2) obtaining all necessary approvals, opinions and administrative decisions conditioning the implementation of construction works and the transfer of the facility for use and its operation, 3) the execution of construction works, including the construction of facilities, the supply and installation of equipment and facilities along with other related works, as well as obtaining by the Contractor a permit for the use of the facility and/or a certificate of no objection to the notification of completion of works, 4) the performance of author's supervision on the construction site during the implementation of the task, in accordance with the requirements of construction law. 3. The material scope of the investment includes the design and construction of the following objects forming part of the sports complex ORLIK: 1) a football pitch with dimensions 30.0 × 62.0 m, inscribed within the boundaries of the investment plots, with an artificial surface (with synthetic turf), equipped with goals, ball stops made along the shorter sides of the pitch with a height of 6.0 m and necessary sports equipment, fenced with a system fence with a minimum height of 4 metres; 2) a multi-functional pitch made of polyurethane technology with dimensions 19 m x 32 m, for playing basketball and volleyball, along with complete equipment, fenced with a system fence with a minimum height of 4 metres; 3) a skatepark, 4) a sanitary-changing room building – shelter, containing the manager's room, anteroom, two changing rooms with sanitary facilities, technical room, toilet adapted to the needs of disabled persons, sports and household equipment storage room, with full connection to media and equipment – shelter adapted to the technical possibilities and parameters of the property, as a so-called dual-purpose place. As part of the contract, it is necessary to design and construct a protective structure of the MU category (Shelter) between Chrzanowskiego, Daliową and Goździkową streets in Kosakowo, constituting an object of dual use, in accordance with the Act of 5 December 2024 on the protection of the population and civil defence and the applicable executive acts. 5) fences of the complex and ball stops as well as bicycle racks (internal fencing with entrances and external fencing with a gate with a minimum width of 4.0 m and a pedestrian gate with a width of 1.2 m); 6) bicycle racks in the form of an inverted letter "U", allowing the safe attachment of at least two bicycles each; 7) a drainage system for pitches and ancillary equipment; 8) lighting of the complex and sports pitches made in LED technology; 9) a sound system enabling the operation of the entire facility; 10) an electrical installation ensuring the supply of all elements of the complex; 11) a video monitoring system and a telecommunication connection; 12) a water supply and sewerage connection supplying the facility with fire safety conditions ensured; 13) pedestrian and vehicular paths within the complex; 14) equipping the area with small architectural objects: 10 benches, 10 waste bins, 10 bicycle racks, small artistic architectural elements; 15) landscaping the remaining green areas, through plantings of low and high greenery. All the sports facilities ORLIK should be designed and constructed using technologies that ensure the safety of users, and the applied technical and functional solutions must meet the applicable standards and standards for sports infrastructure. 4. The subject of the contract is co-financed on the basis of the agreement no. 2026/0566/3041/SubA/DIS/BO/25 for co-financing from the Fund for the Development of Physical Culture, the beneficiary of which is the Minister of Sport and Tourism of the investment task within the programme for the construction of sports complexes Orlik – Edition 2025 concluded between the Gmina Kosakowo and the State Treasury Minister of Sport and Tourism. The investment in the scope of the Designed Shelter is implemented within the Programme for the Protection of the Population and Civil Defence for the years 2025-2026 on the basis of the Co-financing Agreement no. 1023.1.3_2026.OLiOC, for which the Contracting Authority received financing from the state budget. 5. The investment covered by the subject of the contract is planned on plot no. 168/37 obr. Kosakowo. This property is located among the compact development of the village. The area is designated in the Local Spatial Development Plan as 99 ZP – landscaped greenery and sports area (Resolution of the Council of Gmina Kosakowo no. XLIX/9/2010 of 2010-01-27. At the same time, the Contracting Authority informs that it has initiated a change to the aforementioned LSP. The project of the new LSP has been made available in the PFU, on the basis of which the investment project is to be carried out. 6. The material scope of the task is defined by: 1) PFU "Construction of the sports complex ORLIK 2025 and construction of a skatepark and shelter between Chrzanowskiego, Daliową and Goździkową streets in Kosakowo", 2) Agreement no. 2026/0566/3041/SubA/DIS/BO/25 for co-financing from the Fund for the Development of Physical Culture, the beneficiary of which is the Minister of Sport and Tourism of the investment task within the programme for the construction of sports complexes Orlik – Edition 2025, Programme for the construction of sports complexes Orlik Edition 2025, 3) Co-financing Agreement no. 1023.1.3_2026.OLiOC for the scope of investment covering the design and construction of a protective structure of the MU category (Shelter) between Chrzanowskiego, Daliową and Goździkową streets in Kosakowo. The subject matter scope of the investment is implemented within the Programme for the Protection of the Population and Civil Defence for the years 2025-2026, 4) SWZ.
