Finland – IT services: consulting, software development, Internet and support – Innovaatiokumppanuus infratyömaan hiilipäästöjen reaaliaikaiseen mittaamiseen ja todentamiseen

The Finnish Transport Infrastructure Agency seeks, through an innovation partnership, a solution for the real-time and automated monitoring, calculation, and verification of greenhouse gas emissions from construction sites. The subject of the procurement is not a ready-made product, but the development, piloting, and implementation of the solution in cooperation with the contracting authority. The solution should enable the active and open monitoring of the emission accumulation on the construction site, the emission distribution, the total emissions in relation to the forecast, as well as the identification and verification of the impact of implemented emission reduction measures. The information should be based on traceable monitoring data, which is based on a list of items and/or a data model, enabling comparison with the calculation made during the planning phase according to the low-carbon assessment method and possible targets set by the contracting authority on a building component level. The monitoring data should be usable for monitoring the progress of the construction site and can be integrated into data model-based tools and the contracting authority's systems. The aim is to develop a reliable, transparent, and scalable solution that: - improves the timeliness of emission data during construction - enables the reliable and consistent differentiation of measured and calculated data - supports the contracting authority's reporting and steering needs. The solution should enable: - the monitoring and reporting of the completed quantity data and CO2 emissions during the construction phase (A1–A5) to the extent technically possible - the comprehensive monitoring of the emissions of the construction project, including the management of the emissions of the materials and masses of the building components of the constructed entity and the logistics of the construction site (energy consumption and transports), i.e. all emissions related to the construction site. - in emission monitoring, the traceability, openness, and documentation of data according to the standards set by the Finnish Transport Infrastructure Agency, as well as the allocation of data to the construction site in a traceable manner based on a list of items and/or a data model. - compatibility with the Finnish Transport Infrastructure Agency's low-carbon assessment method and sustainable construction standards - compatibility with other agency systems, such as the project portal, situation picture service, and other systems defined by the contracting authority. The procurement is described in detail in the invitation to participate and its appendices. The project offers the partner the opportunity to participate in product development, which can open up new markets and customers. The final result of the project aims to provide the partner with a marketable product with a wide market among procuring entities both in Finland and internationally. The starting point of the project is that the partner will obtain the industrial and copyrights necessary for commercialisation and further development of the developed solution, and the contracting authority will obtain a wide right of use for the solution. The arrangements for industrial and copyrights are described in more detail in the draft agreement. The procuring entity will select one partner for the development phase. The contracting authority's budget for the development phase is approximately 150,000 euros.
