Description

IOK Afvalbeheer has an industrial composting and digestion facility where organic-biological waste streams (including gft-waste, garden waste and verge grass) are processed into compost and biogas. The compost is currently separated into 3 fractions based on particle size using a stationary trommel screen and associated conveyor belts. The fine fraction is finally deposited as compost. The medium fraction is returned to the composting facility. The coarsest fraction is discharged as screen overflow. This contract involves the dismantling and replacement of the current trommel screen and associated conveyor belts with a new processing facility. In order to achieve a high-quality end product that meets current and potentially future stricter standards, the new facility must be equipped with separation techniques including screening, wind sifting and magnetic metal separation to remove contaminants (plastic, metal, stones, glass, etc.) from the compost. This first part regulates the procedure relating to the indication of a contractor by means of a competitive procedure with negotiation (MMO). This is done in 2 phases, namely a selection phase and a tender phase. The contracting authority will, in the first step of the award procedure (selection phase), carry out a selection based on the qualitative selection criteria in order to select the candidates who are admitted for further participation in the award procedure.
