The subject of the procurement is an independently operating wireless traffic monitoring system and related installation, user training, maintenance, and support services. The procurement also includes all necessary software, licenses, system components, door environment connection works, delivery documentation, system configuration, definition, and programming works. The system to be procured does not replace other traffic monitoring systems used by the Contracting Entities but is intended to be used alongside them and as a complementary solution. The system is to be procured for the Kaupin University Hospital, which is scheduled to be completed during the contract period. Fixed prices are requested in the tender for the systems to be installed at the Kaupin University Hospital, based on the door data (Attachment 8) and the construction schedule (Attachment 9) enclosed with the tender. There is no separate construction schedule for the Kaupin University Hospital, but the same construction schedules apply as described in Attachment 9 for the Y-building. The system will be installed in the door environments of the said building, where the cabling is ready and has been completed. The system can also be procured for other buildings of the Contracting Entities during the contract period, and unit prices for the system components/parts and installation work are requested separately in the tender. The specific requirements set for the system are described in Attachment 7, the specification. One economically most advantageous supplier will be selected as the contract partner. The economically most advantageous offer is based on the best price-quality ratio. The contract for the procurement will be made until 31.12.2028 for a fixed-term contract period. The contract period will be started as soon as possible after the procurement decision has entered into force. The contract period can be extended with the currently valid option period. However, the procurement will be competed in accordance with the Procurement Act at regular intervals. The subject of the procurement is described in more detail later in the tender and its attachments.
